Nine in the third place means: The wild goose gradually draws near the plateau. The man goes forth and does not return. The woman carries a child but does not bring it forth. Misfortune. It furthers one to fight off robbers.

上九 鴻漸于陸。其羽可用為儀。吉。
Nine at the top means: The wild goose gradually draws near the clouds heights. Its feathers can be used for the sacred dance. Good fortune.

Commentary
Wind over mountain descends into doubled water: gradual development plunges into the repeated danger of the Abyss. Sitting rigidly until nightfall, one's petition is denied. The nourishing rain does not descend; governance goes awry and the people are bewildered. The verse depicts a supplicant who waits all day and receives nothing, mirroring a drought where heaven withholds its grace. From Development to the Abysmal, the patient cultivator falls into the pit. Water upon water, danger layered on danger: the very persistence that defines Development here becomes an exercise in futility. The sky refuses to open, the ruler refuses to listen, and the people suffer. Gradual effort cannot penetrate a system that has sealed itself shut.
