Commentary
Heaven and earth stand apart as officials cling to their ranks and titles, holding together in mutual preservation — dwelling thus incurs no blame. Yet when one seeks release from office and cannot obtain it, fear breeds regret and resentment. From Standstill to Holding Together, Pi's blocked communication gives way to water resting upon earth, the image of natural allegiance. Bi demands timely commitment: the ancient kings built their network of states through decisive bonding. The verse reveals Bi's shadow side — bonds forged not from genuine trust but from shared vulnerability become cages. Officials protect one another's positions because none can afford to stand alone, and the one who tries to leave discovers that the solidarity is a trap.
