Nine in the third place means: The wild goose gradually draws near the plateau. The man goes forth and does not return. The woman carries a child but does not bring it forth. Misfortune. It furthers one to fight off robbers.

Six in the fourth place means: The wild goose goes gradually draws near the tree. Perhaps it will find a flat branch. No blame.

Commentary
Wind over mountain meets heaven over lake: gradual cultivation finds its proper protocol. Jade tablets and ceremonial bi discs are held as gifts for an audience with the king. Baili Xi and Ning Qi answered the summons of Qi and Qin, rising from obscurity to high office. Baili Xi was ransomed from slavery for five ram skins to become chief minister of Qin; Ning Qi sang while feeding cattle until Duke Huan of Qi recognized his talent. Both men carried their humble origins like jade offerings, waiting for the right sovereign to receive them. From Development to Treading, the steady advance of the source hexagram finds the target's demand for proper conduct: treading on the tiger's tail without being bitten requires knowing exactly when and how to present oneself.
