Commentary
Wind over mountain gives way to heaven above wind: gradual development meets the unexpected encounter of Coming to Meet. Young qilin and phoenix chicks are born and raised in a blessed land. Harmonious energy dwells there; warmth, joy, benevolence abound. The state is rich in sages. The verse celebrates a realm so well-cultivated that its very atmosphere breeds excellence. Auspicious creatures appear where virtue has been nurtured over generations. From Development to Coming to Meet, heaven rides above the wind, the ruler issuing decrees to the four directions. The encounter is between accumulated virtue and the sages it naturally attracts. Gradual cultivation of the cultural soil produces a land where qilin and phoenix come unbidden, drawn by the resonance of goodness.
