Commentary

Wind over mountain descends to earth containing wind: gradual development enters the upward thrust of Pushing Upward, yet the verse depicts its inversion. The mind is wild and old age brings confusion; hearing and sight fail into deafness and blindness. Proper destiny has no constancy, and the common people multiply their transgressions. Where Pushing Upward promises steady, rooted ascent like a tree growing from the earth, the verse presents a ruler whose faculties have decayed beyond recovery. From Development to Pushing Upward, the transformation should channel gradual growth into purposeful elevation. Instead, the ruler who should be climbing has lost the very senses needed to lead. Gradual decline, unrecognized, corrupts the mechanism that should produce gradual ascent.
