風行地上，觀輔政之制度。原詩云：望尚阿衡，太宰周公——阿衡即伊尹，商之聖相；太宰周公即攝政之周公。藩屏湯武，立為侯王——二人為商湯、周武之屏藩，輔佐建國。伊尹助湯立商；周公攝政成王。澤上於地，萃之象，聚人於正統之下。從觀至萃，觀察識得忠良輔政之範式：賢臣匯聚國力護衛王座，屏藩社稷至幼主能自立。
