山下有火，賁向外輻射仁德。安仁尚德——安於仁、崇尚德。東鄰慕義——東方鄰國仰慕義行。來安吾國——來歸附安居於我國。不用兵戈，不守邊防，吸引力純出於道德——鄰者見真德而自願遷來。此即儒家「德化」之理想：文明以身教而非征伐傳播。從賁至豐，雷電皆至：山之火升為雷電並至之盛。豐為明與動之結合——日中之君、鼎盛之國。此詩示豐之正道：非武力擴張，而以真實之德行吸引他人甘願歸附。
