雷在地中，尚刑懷義——以刑法彰義。月出平地——月升地平，象徵昭明。然國亂天常——邦國混亂，天道失序。咎徵滅亡——凶兆頻現，趨於敗亡。前半寫治道之正——刑以輔德，後半急轉——秩序崩壞，徵兆已顯。從復至臨，澤上有地，君臨萬民。此變警示：臨近若無道德根基，反加速傾覆。以刑代德、有法無仁之統治，其親民之勢反為害民之器。教思無窮方為正途，否則臨之為禍。
