澤上於地，萃之聚也。原詩曰：德施流行，利之四鄉；雨師灑道，風伯逐殃；巡狩封禪，以告成功。帝王之德如風如雨，潤澤四方，驅疫消災。巡狩天下而行封禪大典，向上天稟告治世之功。此為帝德流布、天人感應之至美圖景。從萃至比（地上有水），聚合之勢昇華為真正的歸心。先王以建萬國親諸侯，非以武力迫人，而以德化使萬方自願凝聚，由物理之聚合化為精神之歸附。
