水在火上，既濟之序。因禍受福——禍患轉化為福祉，喜盈其室——歡樂盈門。螟蟲不作——害蟲不起，莊稼無損。君無可得——君上無過可責，無災可罰。災禍不生即為至福，治理之最高境界在於無事。從既濟至師（地中有水），完成之秩序化為地中藏水之紀律。和平之維繫需有組織之戒備——師之力不在征戰，而在威懾未萌之禍，如水蓄於地中，無形而有力。
