地上有水，比也，本為組織動員。然適戍失期——赴邊戍守錯過期限。患生無聊——禍生而無所依託。懼以發憂，發藏閉塞，邦國騷愁——恐懼催生憂愁，倉廩封閉，國家憂懼騷動。古代失期赴戍乃死罪——《史記》載陳勝吳廣大澤鄉起義即因戍卒失期。詩寫體制之癱瘓：本為護國之制反成恐嚇之源。從比至大壯（雷在天上），本應釋放果斷之力。然權力失當則不生強盛，反生集體之惶恐。
