地上有水，比也，映天之光。昊天白日，照臨我國——浩蕩青天，烈日高照，光被邦國。萬民康樂，咸賴嘉福——百姓安康歡樂，共享福澤。全詩為純粹之祝頌——無警無戒，唯日光普照統一之邦。從比至晉（明出地上），轉化渾然無跡：比之團結化為晉之光明破土而出。晉之象辭「明出地上」正合詩意。親附臻善，不僅護民，更為文明之曙光創造條件，四方皆沐其輝。
