Commentary
Wind beneath the mountain follows the mandate of heaven, and the transformation opens into earth above the lake — the gracious Approach of those in authority. Acting in accord with heaven and following the seasons, one circulates freely through the land. Dwelling alongside joy, there is no fault or worry. The verse describes harmonious governance: aligning with cosmic timing, traveling the realm to observe and nourish. From Work on the Decayed to Approach, the cure for corruption is benevolent oversight. Earth rising above the lake represents authority descending to meet the people — the ruler who approaches with teaching and care, whose boundless generosity restores what neglect had spoiled.
