Commentary
Wind beneath the mountain finds heaven's hidden corner, and the transformation grows as trees upon the mountain — the gradual Development of Jian. In heaven's secluded recess, where Yao and Shun once dwelt, one may preserve one's person and protect the state. The 'hidden corner of heaven' evokes a sanctuary beyond the reach of corruption — the mythic realm where sage-kings governed in perfect harmony with nature. Yao and Shun, the paragons of virtuous rule, represent the highest aspiration of governance. From Work on the Decayed to Development, the cure for institutional decay is gradual, organic growth. Trees grow slowly upon the mountain, each ring a year of patient cultivation. The sage-kings' dwelling is not a destination but a direction — step by step, virtue develops.
