The four regional shepherds govern harmoniously, and the people rest secure in their homes. The 'five essences' (五精) likely refer to the spirits of the five directions or five planets — cosmic forces that align only under virtuous governance. The four shepherds (四牧) are the regional administrators of the four quarters. This verse mirrors 22-22's phoenix imagery but substitutes cosmic alignment for the mythological bird. From Grace to Gathering, fire beneath the mountain transforms into the lake rising upon the earth. Where Grace adorns, Gathering assembles: the people naturally congregate where virtue is genuine, like water pooling in a lowland basin.
