Nine in the second place means: There is a fish in the tank. No blame. Does not further guests.

九五 以杞包瓜。含章。有隕自天。
Nine in the fifth place means: A melon covered with willow leaves. Hidden lines. Then it drops down to one from heave.

上九 姤其角。吝。无咎。
Nine at the top means: He comes to meet with his horns. Humiliation. No blame.

The celestial offices are arrayed in their lodges; the five spirits dwell in their chambers. The palace gates are strong and secure; the lord rests at ease in his dwelling.

Commentary
Wind beneath heaven arranges the constellations of security. The celestial offices are set in their proper lodgings, and the five guardian spirits take their places. Palace gates are strong and complete; the ruler rests secure in his dwelling. The verse is an image of cosmic and political order perfectly aligned — each star in its mansion, each deity in its shrine, each gate locked and bolted. Security is not imposed by force but by structure: everything occupies its rightful station. From Coming to Meet to Abundance, thunder and lightning arrive together in overwhelming fullness. Gou's encounter here fulfills the hexagram's highest potential: heaven's wind delivers a proclamation that orders the realm, and abundance is the natural result of such comprehensive governance.
