老慵多郤，弊政為賊。阿房驪山，子嬰失國。
Old and lazy with many flaws; corrupt policies become traitors. Epang and Mount Li; Ziying lost the kingdom.

Commentary
Wind stirs above the lake, but old complacency breeds ruin. Corrupt governance becomes the real bandit. The Epang Palace and Mount Li stand as monuments to imperial excess, and Ziying loses the kingdom. Ziying was the last ruler of Qin, who held the throne for only forty-six days in 207 BC before surrendering to Liu Bang. The Epang Palace (阿房宮), Qin Shihuang's unfinished mega-palace, and Mount Li (驪山), site of his massive mausoleum, embody ruinous extravagance. From Inner Truth to Coming to Meet, sincerity confronts wind beneath heaven — the sovereign's decree radiating outward. Yet here the decree meets a hollow empire: the wind carries only corruption, and what comes to meet the throne is not opportunity but overthrow.
