山下有火，賁之暖達於邊疆。旃裘苫蓋——氈裘草蓋之游牧之民。慕德獻服——慕中國之德而來朝獻貢。邊鄙不聳——邊境不驚。以安王國——王國以安。旃裘為北方或西方游牧民族之服飾。其自願歸附非出於武力而出於文德感化，正合儒家教化之理想。從賁至益，風雷相與：山之火化為風雷並行。益為損上益下——恰如有德之中心向外輻射，潤澤遠方之民而自身不減。
