明入地中，山上有雷，小過之象：以小而過之策勉力應對。全詩僅八字：「虎怒捕羊，猬不能攘。」虎之怒不可擋，猬之刺雖堅卻不足以禦此暴力。不同於14-6「猬為功曹」以小制大，此處暴力已超出防禦之極限。從明夷至小過，微小之超越在此顯出其局限：小過之道——行過乎恭、喪過乎哀、用過乎儉——在暴虎之怒前亦力有不逮。有時，暗夜中的力量差距無法僅靠適度之超越來彌合。
