上火下澤,睽之基礎設施崩壞。井堙木刊——井被淤塞、林木砍伐殆盡。國多暴殘,邦國遍地暴虐。秦王失戍——秦君失去戍防之力,壞其太壇——宗廟社壇被毀。井為一邑之命脈,井塞則民失養;木為棟梁之材,木盡則國無可造之資。從睽至井(木上有水),君子以勞民勸相:由廢井到活井,此即復興之召喚。井不可遷,唯可浚治——壅塞之基建須以群力疏通重建。井養而不窮,然前提是不令其淤廢。
