雲上於天，需之待用。教羊牧兔，使魚捕鼠——以羊看管兔，以魚捕鼠，皆違物性而用之。任非其人，費日無功——用人失當，終日勞碌而一事無成。簡潔之寓言，直指用人之誤。從需至噬嗑（電雷噬嗑），等待之蓄化為雷電交加之刑法：噬嗑以明罰勅法為要，然若執法者本身不當其任，如魚之捕鼠，則刑法雖備而無所施其力，徒有其制而不得其用。
