澤上有雷為歸妹，風行天上為小畜。堯門尹爵，聖德增益。堯帝之門，官爵公正分授，量才適任；聖王之德積累不已，使民不疲於征役，安居而無怵惕之憂。此頌堯世清平之治：不擾民而民自化，無為而天下歸心。從歸妹至小畜，躁動之勢化為文德之薰陶。小畜「君子以懿文德」，以風之柔順行於天上，非以力制，乃以德化。歸妹之衝動經小畜之涵養，如堯帝之仁政，潤物無聲而萬方安泰。
