澤上有風，中孚之信。國無比鄰——國家沒有盟友。相與爭強——各國互相爭霸。紛紛匈匈——混亂紛擾。天下擾憂——舉世不安。詩寫國際信任全面崩潰之格局：無盟約可恃，人人為敵，亂象瀰漫。從中孚至未濟（火在水上），誠信遇萬事未成之象。未濟為永恆之「差一步」——狐狸幾乎渡河而濡尾。國與國之間信任瓦解，無一國能定大局，所有人懸於永久之焦慮中。火在水上，各不相濟，此為中孚之反面：無信則無濟。
