山上有雷，小過之令。使伯東求——命長兄東行出使，然弟拒不肯行，抗命不從。兄弟遂入訟端，與叔爭訟，更相毀傷——彼此攻訐，兩敗俱傷。本應協力之家政——一人出使，一人守家——反成手足相殘之局。權威不能服人，連家門之內亦令不行。從小過至需（雲上於天），山上之雷化為水懸天上之險。兄弟之爭尚未了結，如烏雲壓頂，各待對方先行崩潰。危而未發，懸而未決。
