地上有水，比也，本利交通。然杜口結舌，心中怫鬱——口被封閉，舌頭僵結，胸中鬱憤難平。去菑患生，莫所告冤——舊災去而新禍生，冤屈無處可訴。此為聯盟中被噤聲之人——或因忠義或因恐懼，無法直言救群之真話。從比至咸（山上有澤），反諷加深——咸主感應，澤居山上，虛懷以受人，心意自然流通。然詩所寫恰為其反面：閉口鬱結，感應阻絕。親附化為積怨之牢，影響力無從流動。
