電雷噬嗑，明罰去障。禍走患伏，喜為我福；凶惡消亡，災害不作。一切危害已除，如警報解除。每一威脅已化解，每一陰影已消散。從噬嗑至觀（風行地上），先王省方觀民。由主動執法轉為從容巡視——刑罰既已完成其用，治者只需以清明之眼觀照萬民。天下太平，因正義已行。觀之靜穆取代了噬嗑之雷厲。
