注释
天下有山，遯之象。安上宜官——安居上位，適宜任官。一日九遷——一日之中九度升遷。升擢超等——提拔超越常等。牧養常山——被任命治理常山。退避者反得極速升遷，與遯之象形成鮮明對比。從遯至觀（風行地上），退避之山化為高處俯瞰之風。退避者因退而獲得廣闊視野，正是觀之精義：先王省方觀民設教，須居高方能望遠。退避非終局，而是積蓄觀察力之過程。退而後觀，觀而後治，退避所得之通達視野正是治理之根本。
