明出地上，晉之象。「邑兵衛師，如轉蓬時」——城中兵衛之師如轉蓬般飄散，無根無序。「居之危凶」——處此境地，危險凶厄。轉蓬為無根飄泊之經典意象：本應守城之軍隊反如蓬草亂轉，不僅無力保護，反成威脅。從晉至未濟（火在水上），未濟為萬事未成之卦——一切要素具在而尚未就位。軍隊失序恰如未濟之根本狀態：狐狸最後一步渡河而尾巴濡水。危險持續至最後一刻，不可鬆懈。
