澤上於天，化為雷電噬嗑。長城驪山——秦始皇徵發天下，修長城、築驪山陵，生民大殘。「涉叔發難，唐叔為患」——或指地方豪強乘亂舉事，禍患相繼。從夬至噬嗑，決斷之力化為刑罰之雷火。先王以明罰敕法，然此詩警示：刑罰加諸錯誤對象，只會催生更多暴亂。本為守護而築之城牆，反成壓迫之碑，終激起傾覆之變。
