澤上有雷為歸妹，山上有澤為咸。文君之德，養仁致福；年無胎夭，國富民實；憂者之望，讒盜息滅。文德之君行仁政，福澤遍及：嬰孩無夭折，國庫充實，民心安定。困苦者得依歸，讒言盜賊自消。從歸妹至咸，山上有澤，少女居少男之上，感應之象。咸「君子以虛受人」，以空靈之心感通萬物。此詩之君以德感人，不以力迫，仁澤自然流布，恰如咸之無心而感。
