隨風巽，申命行事。仁政之德日積日息，參參如禾苗般生長不已，穩步增進。成都就邑，建城安民，入而受福——此非武功之盛，乃文治之功，以德化漸次建設城邑，使百姓有所歸、有所安。從巽至屯（雲雷屯，君子以經綸），風之教化遇創始之艱。經綸天下最難在草創之際，溫和之令須穿越混沌方能紮根。然德政日積，如種子破土，終見城邑興旺、百姓安樂。
