Qilin and phoenix follow together, observing what is safe and what is perilous. The sage east of the outer wall, Hou Ji and the Duke of Zhou -- together they harmonize governance, and noble men find common cause. Advantageous for settling down; long free from worry and misfortune.

Commentary
Heaven above the lake, and auspicious creatures walk together. Qilin and phoenix attend one another, observing the balance of safety and peril. The Eastern Suburb sage appears alongside Lord Millet and the Duke of Zhou — three paragons of civilizing virtue — governing in shared harmony. Decrees are just, the gentleman finds his proper place, and one may dwell in lasting peace without misfortune. From Treading to Progress, fire rises above the earth as the sun illuminates the land. Proper conduct, guided by sage precedent, produces an era where virtue advances openly. The transformation from cautious treading to confident progress embodies the promise fulfilled: when the right people govern, brilliance breaks forth naturally.
