The assembled spirits convene, deliberating together in counsel. The southern kingdom is cruel and in turmoil; the hundred families grieve and suffer. Raising an army to march in conquest, a worthy lord is installed anew.

Commentary

Mountain upon earth strips away completely, revealing fire above water — Before Completion, the hexagram of things not yet in place. The assembled spirits gather to deliberate together. The southern kingdom suffers tyranny and chaos; its hundred families grieve in anguish. An army is raised to mount a punitive campaign, and a worthy new ruler is installed. The spirits' council echoes the mythological convention of divine beings debating human fate — heaven itself takes notice when misrule becomes intolerable. The southern tyranny, the people's suffering, and the righteous military intervention form a complete narrative arc of dynastic revolution. From Splitting Apart to Before Completion, the old mountain has been entirely demolished, and the new order has not yet solidified. Fire sits above water — not yet properly arranged — but the campaign against tyranny is the first step toward eventual completion.
