Commentary
Clouds gather above heaven, waiting for the moment to nourish. A fire burns out and subsides, allowing clarity to return: the ruler shines forth in virtue, attracting the humane. The verse presents a world after crisis — flames extinguished, stillness restored — where a virtuous sovereign emerges and those of goodness naturally draw near. 'Humane persons may be encountered' suggests that benevolence is not pursued but met along the way when conditions align. From Waiting to The Creative, patient endurance gives way to self-generating initiative: what was held back now moves of its own accord, and the one who waited receives both benefit and blessing through the active power of undivided heaven.
