Commentary

Wind over water disperses fellowship into mutual hostility. Three tigers climb the mountain, roaring and snarling at one another. Their intentions are hostile, their bonds broken — they relate as enemies and rivals, not as the natural allies their shared nature should make them. Fire above water creates the image of Before Completion — the final hexagram, where everything is still out of place, the fox's tail dipping into the water just before reaching the far bank. From Dispersion to Before Completion, the verse closes the cycle with a portrait of dissolution that refuses to resolve. The three tigers are powerful enough to cooperate but too mutually suspicious to try. This is the permanent unfinished state: capable of completion but scattered by distrust into an endless before.
