澤上有地，臨之至治。唐虞相輔——堯（唐）舜（虞）互相輔佐；鳥獸喜舞——鳥獸歡喜起舞。民安無事——百姓安居無事；國家富有——國家富足豐裕。聖王之黃金時代——治理至善，連禽獸亦歡慶。從臨至解（雷雨作），長者之監臨達成其終極之目的：將世界從苦難中釋放。雷雨交作洗去阻塞，聖王赦過宥罪。詩以已然之態述之——非許諾而是記憶：治理與仁慈曾為一體、無縫運行之時代。
