風行地上，觀聖王之治。行堯之欽德——帝堯以恭敬之德化民——養賢致福，眾英積聚，國無寇賊。堯以道德示範而非強制治天下，選賢任能為善政之本。澤上於天，夬之象，剛決去邪。從觀至夬，觀察辨識治理之道：賢才匯聚而養育之，腐敗無立足之處。澤升天上而溢——豐盈至不可容，普施其惠於天下。
