風行地上，觀民設教之際識賢才。王孫季子相與孝友，明允篤誠，得薦舉昇擢，為國幹輔。詩頌賢能選拔之理想：德行被識拔而用於公共事業。地中有水，師之象：水蓄於地中，喻眾庶在賢將統御下各安其位。從觀至師，觀照發揮其最高功能——識人善任，使賢者得其位。聖主之目光化為國家有序之力量。
