山上有水，蹇之象。潔齊沐浴，身心俱淨，齋戒以誠，思慕明君之德化。然哀公怯弱不堪，主上無能擔當大任，風氏兵敗北走，一潰千里。虔誠之備與政治之敗形成尖銳對照：祭者以至誠齋戒冀求天佑，而君主怯懦無力承天之命。從蹇至需，雲上於天，飲食宴樂以待。需卦以信待時，然無明主之世，備禮再虔誠亦只得倉皇退走。雲積而雨終不降，一切期盼盡歸落空。
