雲上於天，需之大象。太一駕騮，從天上來——太一為漢代至高天神，乘騮馬自天而降，神聖授命之象。徵君叔季，封為魯侯——叔季為幼子之稱，或指周公旦為武王之弟，其後裔受封於魯。無有凶憂，天命所歸。從需至比（地上有水），等待之養凝為水覆大地之親附：天降甘霖化為人間邦交，神聖之命轉化為君臣相合、萬國親善之秩序。
