天與水違行，訟。武夫司空——武人掌工程營造之職，軍政錯位，不得其人。多口爭訟，金火當戶——兵戈與烈焰逼臨門庭，民無寧日。民不安處，年飢無有——百姓失所，歲收全無。每一意象皆加劇衝突：武權誤用於民政，門前火起，饑荒加冠無序之上。從訟至噬嗑，電雷交作，先王以明罰勅法。然此處本應以刑罰恢復秩序之機制，反成混亂之淵源。執法者自為禍端時，執法只會倍增其傷害。
