地上有水，比也，為國築柱。松柏棟梁，相輔為強——松柏為棟為梁，剛直相扶。八哲五教——「八哲」或指舜所舉用之八元八愷，此十六族賢才，佈五教（父義、母慈、兄友、弟恭、子孝）以化天下。王室康寧——邦國安泰。從比至旅（山上有火），火在山上照及四方。旅之行火需穩固根基，詩恰提供：制度之棟梁、賢臣之輔翼、道德之教化，即使政權在動蕩之中亦能穩定。
