雲上於天，需之待養。危坐至暮，請求不得——端坐整日至日暮，所求皆不應。膏澤不降，政戾民忒——甘露不降，政令乖張，百姓失常。此為形式具備而實質空虛之象：禮儀周全而恩澤不至。從需至頤（山下有雷），等待之養化為頤養之卦，然頤之口不開，山壓雷上，雷不得出。當養而不養，需之雲不化為雨，頤之口不降其食——等待之極端即為枯等。
