洊雷震動，山上有火為旅。被髮八十——披髮之異族長者年屆八十。慕德獻服——仰慕德化而來獻服歸附。邊鄙不聳——邊遠之地不再戒備。以安王國——王國得以安寧。「被髮」為域外之民，不束髮者即不從華夏禮制者。老而自願來歸——非以武力征服，乃以德行感召——此為道德權威之至高勝利。從震至旅（山上有火），火在山上照耀而不久留。震之變革力量化為德之光輝，而非軍事之威脅，遂引遠方之人自來歸附。明慎用刑——火之明，在於照而不焚。
