山上有火，二聖臣主持太平。皋陶聽理——虞舜之法官明察斷案；岐伯悅喜——黃帝之醫師安民康泰。「西登華道，東歸無咎」——西行登華山之路，東歸而無災。旅人在公正與智慧之庇護下遠行歸來，平安無恙。從旅至損（山下有澤），損卦「懲忿窒欲」——君子克己。聖臣之治即為損之實踐：去除不義與疾苦，使整體更為輕省公正。減損冗弊，方得安行天下。
