Nine in the fourth place means: He who acts at the command of the highest Remains without blame. Those of like mind partake of the blessing.

杜口結舌，言為禍母；代伯受患，無所禱冤。
Mouth shut, tongue tied; words are the mother of disaster. Bearing another's punishment; there is no one to whom to plead.

注释
天地不交之否，杜口結舌——閉口縛舌，言為禍母——言語即禍端之源。代伯受患——替兄長承受災患，無所禱冤——冤情無處申訴。從否至巽（隨風），否之壅塞遇巽之雙風。巽為「申命行事」——命令層層滲透傳達。然詩寫滲透之暗面：當言語即死罪，沉默即生存，但冤屈下之沉默亦為酷刑。巽風本應將王命傳於四方，此處風中唯傳「言即殺身」之警告。閉口既是牢獄亦是盾牌——代人受過者無風可託其訴。否世之巽，風吹而聲不達。
