天下有山，遯之象。堯問伊舜——堯帝諮詢舜。聖德增益——聖人之德相互增益。使民不懼，安無悚惕——百姓不再恐懼，安居而無驚惶。堯讓位於舜，為政治退避之至高典範——非因力竭而退，乃因識賢而讓。堯之退成就了舜之治。從遯至隨（澤中有雷），退避者開創了他人可追隨之潮流。澤中有雷，喜悅涵蓄於動力之中。退而讓賢，非棄權而是創造追隨之勢——堯之退即舜之隨之起點。
