三手六目，政多煩惑，皋陶瘖聾，亂不可從。
Three hands, six eyes; governance is troubled and confused. Gao Yao struck deaf and mute; in chaos, one cannot follow.

注释
天下有山，遯之象。三手六目，政多煩惑——人多手雜，政令繁亂。皋陶瘖聾，亂不可從——即便皋陶失聰失語，亂局亦難平息。皋陶為舜帝時法官，明斷之典範。然此詩反用其象：縱有至明之法，若體制本身矛盾重重、多頭並立，則明察亦無用武之地。從遯至需（雲上於天），退避之勢化為懸而未決之等待。雲積而不雨，猶政出多門而莫衷一是。非無賢能，乃制度紊亂使賢者無所施為。
