注释

天下有山,遯之象。三手六目,政多煩惑——人多手雜,政令繁亂。皋陶瘖聾,亂不可從——即便皋陶失聰失語,亂局亦難平息。皋陶為舜帝時法官,明斷之典範。然此詩反用其象:縱有至明之法,若體制本身矛盾重重、多頭並立,則明察亦無用武之地。從遯至需(雲上於天),退避之勢化為懸而未決之等待。雲積而不雨,猶政出多門而莫衷一是。非無賢能,乃制度紊亂使賢者無所施為。
